Departments - Construction Department
The Construction Department is responsible for issuing all permits required for construction, additions, alterations, renovations and demolition of residential and commercial buildings.

Information pertaining to all types of permits related to construction may be obtained from the staff of the construction office. The office is located on the second floor of the Municipal Building and is open Monday through Friday during regular business hours.

Additional Information

  • 24 HOURS NOTICE MUST BE GIVEN WHEN SCHEDULING AN INSPECTION OF ANY KIND
  • INCOMPLETE PERMIT APPLICATIONS WILL NOT BE ACCEPTED.
  • FOUNDATION PERMITS WILL BE THE ONLY PARTIAL PERMITS ISSUED.
  • INTERIOR INSPECTIONS WILL NOT BE CONDUCTED UNLESS AN ADULT IS HOME.
  • CERTIFICATES OF OCCUPANCY WILL BE PREPARED NO SOONER THAN 2 BUSINESS DAYS AFTER THE FINAL BUILDING INSPECTION.
THE PURPOSE OF PERMITS:
Permits allow the enforcement of the codes which have been adopted as law by a state, county, township or city. No matter what the specific project may be, the enforcement of codes is carried out to protect the public health, safety and welfare. The unit of government which enforces the code is acting to assure safe construction.

THE USE OF PERMITS:
Code officials and inspectors use building permits as a vital step in their enforcement of codes. You have an investment in the home or business you are about to build or remodel. When that home or business building does not comply with the codes, your investment could be reduced. Applying for a building permit notifies the Code Official that you are constructing or remodeling a building so he or she can ensure code compliance.

WHY A BUILDING PERMIT?
Building permits provide the means for Code Officials to protect us by reducing the potential hazards of unsafe construction and therefore ensuring the public health, safety and welfare. The building permit process helps us understand what our local laws and ordinances are. Before any construction or remodeling work begins application for a permit should be made. Building permits provide the means for Code Officials to inspect construction to ensure the minimum standards are met and appropriate materials are used.

CERTIFICATE OF COMPLIANCE REQUIRED:
A certificate of compliance inspection must be done and a certificate issued prior to the re-occupancy or continued occupancy by means of re-rental or re-sale of all one and two family residential dwellings or dwelling units and all commercial structures or rental portions located in the town of Newton. Any further questions should be addressed by the Construction Department.

SNOW SHOVELING:
Snow and ice must be removed from sidewalks within 12 hours of daylight after snow has fallen and/or ice has formed. If removing ice is impracticable, sand or grit, or ice melting material must be put down within 12 hours of daylight after the formation of ice. If a building is occupied by more than one family or business unit, the tenant or occupant of the first floor shall be required to remove all snow and ice.

2008 Final and 2009 Preliminary Tax Bills were mailed on Wednesday, July 23, 2008.
The 3rd quarter 2008 (8/1/2008) must be received by August 19, 2008. After which, it will be deemed delinquent with interest accruing from August 1, 2008.
