Departments - Finance Department

The Newton Finance Department is a busy multi-function office comprised of 4 full-time employees readily available to handle all aspects of municipal finance collection, disbursement and control. In addition, the office is the central location for Town of Newton payroll processing and employee benefits administration. As of January 2007, the offices are located on the ground floor of the municipal building and can be accessed from the back parking lot by using the side entrance.

Tax Collection Division

2006 Tax Rate: 4.58% Apportioned as follows: Municipal Tax 28% County Tax 17% School Tax 55%

Tax Billing: Tax Bills are mailed once a year in June/July and include the 3rd and 4th quarters of the current tax year and the 1st and 2nd quarters of the upcoming tax year.

Tax Due Dates: Feb 1st , May 1st , Aug 1st and Nov 1st . There is a courtesy 10 day grace period for each quarter. After the 10th, interest is charged at the statutory rate of 8% on the first $1500 and 18% on amounts greater than $1500, and is retro to the 1st of the month.

Tax Deductions: Applications for $250 Veterans Deduction and $250 Senior Citizen Deduction are available from the Tax Collector. Please call for eligibility requirements.

Water/Sewer Utility Collection Division

Water/Sewer Billings: March 1st, June 1st, September 1st, December 1st

Water/Sewer Bill Due Dates: March 30th, June 30th, September 30th, December 31st. Payments received after the due dates are subject to a 10% penalty on the current quarter billing.

Meter Readings: Approximately 6 weeks prior to the billing dates above. If unable to obtain a reading, a pre-paid post card is left.

Accounts Payable Division

NJ Tax Exemption: #22-6002148

Bill Payment Dates: 2nd and 4th Mondays of the Month

The Town of Newton uses a voucher system for accounts payable which requires approval of the Town Council at their regularly schedule meetings. Please refer to 'Meeting Schedule' on the home page.

The state of New Jersey requires all vendors doing business with the town to provide a copy of their business registration certificate. See the Documents or Forms section to access the Division of Revenue website.

2008 Final and 2009 Preliminary Tax Bills were mailed on Wednesday, July 23, 2008.
The 3rd quarter 2008 (8/1/2008) must be received by August 19, 2008. After which, it will be deemed delinquent with interest accruing from August 1, 2008.
