The Tax Assessing Office is responsible for establishing and maintaining the assessed value for all real estate within the Town of Newton. Each year the assessments for existing properties are routinely reviewed and new assessed values are established for any recently completed or renovated structures. The Assessor receives a copy of all building permits filed within the town, and makes inspections during the summer months to determine any changes in value resulting from new construction.
During December, the Assessor announces a date and time when the tax record book will be available for review by the public (Typically Christmas week). This provides the public with an opportunity to review any property assessments before those figures are filed with the Sussex County Board of Taxation. The County Tax Board adopts the official Tax Book by January 10th of each year. The deadline for filing tax appeals to challenge an individual assessment is April 1st.
The Assessor, Mr. Scott J. Holzhauer, has normal office hours on Wednesdays from 9:00 A.M. to 1:00 P.M. Appointments at other times that are mutually convenient for the public and the Assessor may also be arranged by calling the Assessing Clerk at (973) 383-3521 ext. 234. The Assessing Clerk, Kathy Citterbart, is in the office on Monday through Friday between 8:30 A.M. and 12.00 P.M.
The last municipal reassessment program was completed in 1995 and took effect for the 1996 tax year. Total assessment values, line item counts, County Equalization Ratios and Tax Rates for the past two years are shown below for comparison. The 2005 Equalization Ratio has been established at 68.09%.
