Our next Town Council meeting is Monday, February 25th at 7:00pm. We will have an Executive Session on Contract Negotiations.
APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the January 28th Regular and Executive meetings, February 11th Regular meeting, and the February 13th Budget hearing for consideration and approval.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS
There are three ordinances for public hearing:
Ordinance 2013-5 will authorize us to exceed the 2013 Municipal Budget appropriations limit and establish a CAP bank which is an annual procedure.
Ordinance 2013-6 will officially designate “Art Alley” on Spring Street as previously discussed.
Ordinance 2013-7 will re-appropriate monies in order to acquire equipment for DPW.
There are two ordinances for introduction:
Ordinance 2013-8 will vacate a portion of Hicks Avenue. This portion was never constructed and considered abandoned.
Ordinance 2013-9 will authorize the amendment to certain court fees as previously discussed and approved by both Council and The Hon. Judge Weisenbeck, AJSC.
Resolution #33-2013* will authorize the refund of redemption monies to an outside lien holder for Block 8.04, Lot 2.
Resolution #34-2013* will approve 2012 appropriation reserve transfers.
Resolution #35-2013* will authorize lapsing of the appropriation reserve into the Trust account for snow removal.
Resolution #36-2013* will amend the 2013 temporary operating budget.
Resolution #37-2013* will approve the Strategic Vision Plan as presented.
Resolution #38-2013* authorize credits due water and utility accounts.
Resolution #39-2013* will approve bills and vouchers for payment.
Resolution #40-2013* will authorize entering into a contract with FKA Architects for the structural renovations to the Newton Fire Museum as previously discussed and authorized.
There are two Applications for your consideration:
- A membership application for the Newton Fire Department from Tyler A. Mackesy, of 35 New Hampshire Street, Newton, NJ.
- Special Permit for a Social Affair from the Sussex County Arts & Heritage Council, 133 Spring Street, Newton to be held on Saturday, April 27, 2013.
a. Property Tax Reward Program – Information on this has been shared with you on Google drive.
b. Historic Preservation Advisory Commission Status – Information has been shared with you on Google drive.
c. Property Reassessment – Scott Holzhauer will be in attendance to discuss this matter.
d. 2013 Municipal Budget – discussion on any outstanding items.

Resolution #41-2013 will authorize going into closed session. I have one topic to discuss: (1) Contract Negotiations.
THE WEEK IN REVIEW
Morris Lake was 5 inches below the top of the spillway on 2.18.13.
The joint celebration between the School Board and Town Council for the 2012 Boys Soccer Champions went very well this past Wednesday evening.
Scott, the mayor, and I attended the County of Sussex Tax Board meeting this week to discuss a reassessment of all real property in Newton. Scott will discuss same with us Monday evening.
