APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the July 1st Reorganization meeting for consideration and approval.

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS
There is one ordinance for introduction:
Ordinances 2013-22 will amend Chapter 320 relating to commercial vehicles and add definitions to the age restricted housing section.
a. Resolution 128-2013 which was pulled from the July 1st meeting, will ratify and reconfirm the emergency appropriation with regard to the Newton Town Centre development.
Resolution #130-2013* will authorize entering into an agreement with the County for a stormwater conveyance system along County Route 663 (Hicks Avenue).
Resolution #131-2013* will authorize the purchase of a 2013 Toyota Camry Hybrid XLE.
Resolution #132-2013* will award the contract for the Proposed Sidewalk Improvements on Various Streets Project to M. Sky Construction.
Resolution #133-2013* will authorize Change Order No. 2 for the Streetscape Improvements to Lower Spring Street Project resulting in an overall reduction in the contract amount.
Resolution #134-2013* will authorize Change Order No. 1 for the Curb, Sidewalk and Apron Replacement on Maple Avenue project.
Resolution #135-2013* will authorize entering into an equitable sharing agreement with the Federal Government for the purpose of receiving funds from seized/forfeited cash, property or proceeds.
Resolution #136-2013* will approve bills and vouchers for payment.
Resolution #137-2013* will approve the renewal of a junk dealers license for Newton Auto Salvage.
Application* there are two applications for your consideration:
- An application for an Off-Premise raffle (50-50) from Saint Joseph Roman Catholic Church, 17 Elm Street, Newton to be held on October 25, 2013 at 7 p.m. at Saint Joseph Community Center, Halsted Street, Newton.
- An application for an On-Premise raffle (50-50) from Pride Foundation Inc., 44 Ryerson Avenue, Newton to be held on September 12, 2013 at 7 p.m.; September 27, 2013 at 7 p.m.; November 1, 2013 at 7 p.m.; November 8, 2013 at 7 p.m.; November 15, 2013 at 7 p.m. and December 10, 2013 at 6 p.m at Newton High School, 44 Ryerson Avenue.
- Transfer Development Rights (TDR) – members of the Highlands Council team will be in attendance to make a presentation on the program.
- Fire Museum – update.
- October 16th meeting conflict – cancellation.
