There is a volunteer interview scheduled for 6:45pm on Monday, Aug. 12th, and our next Town Council meeting will follow at 7:00pm.

Employee Appreciation pool event has been cancelled.  Employees and volunteers can pick up a free pool day pass and food voucher for Sunday, August 25th at the Community Development office.  Thank you all for your service to the Town of Newton.


Lorraine's office has prepared the minutes from the July 22nd Regular and Special meetings for consideration and approval.


This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.  The public can speak on any matter.


  1. The St. Patrick’s Day Parade Committee is requesting permission to once again hold the Sussex County St. Patrick’s Day Parade in Newton in March of 2014.


There is one ordinance for second reading and public hearing:

 Ordinances 2013-22 will amend Chapter 320 relating to commercial vehicles and add definitions to the age restricted housing section.

There is one ordinance for introduction:

Ordinance 2013-23 will authorize the lease between the Town and the Newton Fire Museum, Inc. for the Fire Museum building.


  1. Newton Fire Museum. 


Resolution #139-2013* will appoint Ralph Porter as a Class A member of the Historic Preservation Advisory Commission.

Resolution #140-2013* will award the bid for the refurbishment of Truck #2, 2000 Tandem Freightliner Truck to Structural Metal Fabrications, Inc.  

Resolution #141-2013* will award a credit due a utility account.  

Resolution #142-2013* will approve bills and vouchers for payment.  

Resolution #143-2013* will authorize Change Order No. 2 for the Curb, Sidewalk and Apron Replacement on Maple Avenue project.  

Resolution #144-2013* will award the contract for the replacement of the mechanical bar screen at the Wastewater Treatment Plant to Cothery Construction Company, Inc.  

Application* there are two applications for your consideration:

  1. An application for a permit for a Social Affair from Karen Ann Quinlan Memorial Foundation to be held on Sunday, November 10th from 6:00pm to 10:00pm at Krave Café Caterer on Sparta Avenue.
  2. An application for an Off-Premise raffle (2 tickets to Radio City Music Hall, NYC) from Newton Medical Center Found., to be held on Saturday, November 16th at NMC.



  1. Newton Pride Foundation Request to hold a Halloween 5k – the email request and map has been shared with you on the Google Drive under “Discussion Items for 8-12-13 meeting”.
  2. Business Improvement District – Mike Pappas/Mary Moody will update us on same.




Morris Lake was 6 inches below the top of the spillway on 8.5.13.

U.S. Senators Menendez and Chiesa announced this week that a grant award of $43,126 from the Federal Emergency Management Agency’s (FEMA) Assistance to Firefighters Grant (AFG) program for the Town of Newton Fire Department.  The funds will be used to help the department obtain self-contained breathing apparatuses (SCBA) for the firefighters.  Congratulations to the NFD and my thanks to Debi for coordinating the extensive application on same!

I worked on the CGI welcome video for the website this week.  In September we will work on the other videos.

Monthly Statewide Insurance Fund meeting was this week – no issues to address.

We met with the new owner of Able Oil this week.  I will keep you posted on future plans.

Tilcon was supposed to be in Town next week, but will now be in town the week of August 19th.  Confirmation will be provided later this afternoon and we will post this information on the Town website.

M. Sky Construction will begin the replacement of certain sidewalks on Spring Street and Main Street beginning the week of August 19th.

The Water Department will be out on August 20th making the wet tap on Diller Avenue to begin the Howard Street watermain project. 

I met with Alex and Robert from Thorlabs this week to discuss their expansion plans.  I will keep you posted as conditions warrant.

Seems to be a lot of interest in Hicks Avenue Redevelopment area the past two weeks…
