Our next Town Council meeting is Wednesday night at 7:00pm. There will be a volunteer interview at 6:45pm.
APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the August 26th Regular meeting for consideration and approval.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS
There is one ordinance for introduction:
Ordinances 2013-24 will amend Chapter 289 providing for the removal of vehicles that constitute a public safety risk.
I have two items for discussion:
- Newton Fire Museum
- Water Conservation Ordinance – a new draft is shared on the Google drive.
Resolution #151-2013* will approve the submittal of a grant application and execution of a contract with the DOT for the Trinity Street project.
Resolution #152-2013* will affirm the issuance of a Bond Anticipation Note.
Resolution #153-2013* will authorize a credit due to a utility account.
Resolution #154-2013* will approve bills and vouchers for payment.
Resolution #155-2013* will award the contract for a Marketing Consultant to Community Resource Partners, L.L.C.
Application* there are two applications for your consideration:
- An application for an on-premise raffle (tricky tray and 50/50) from the Catholic Academy of Sussex County, Inc., to be held on Friday, September 27, 2013 from 6:00pm to 10:00pm at St. Joseph’s Regional School, 20 Jefferson Street, Newton.
- An application for an off-premise raffle (50/50) from Catholic Academy of Sussex County, Inc. to be held on Thursday, May 15, 2014 at 6:00pm at St. Joseph’s Regional School, Jefferson Street, Newton.
- Parking Fees – A draft ordinance of proposed changes to the current parking fees have been included in your packet. These changes are being requested by the Newton Parking Authority.

COUNCIL & MANAGER COMMENTS
Resolution #156-2013 will authorize going into closed session. I have one topic to discuss with you: (1) Contract Negotiations. Legal Counsel will be present to discuss the terms.
THE WEEK IN REVIEW
Morris Lake was 8 inches below the top of the spillway on 9.2.13.
We are reviewing a draft copy of the McGuire area in need of redevelopment study and hope to have it ready for discussion shortly.
RPM presented an updated version of the proposed parking and signage for their project at Lot #5 Eastern Plaza. Cory will work on same but all indications point to a solid plan. RPM expects to hear about their application status on or near September 20th.
Draft copies of the revised handbook have been provided to all Council members for review. We will discuss same at the September 23rd Council meeting.
Thank you to all staff for managing the modified scheduled during the summer. Regular office hours have resumed.
M. Sky is continuing their work on the Spring Street and Main Street sidewalks. This will not interfere with Taste of Newton.
