APPROVAL OF MINUTES
Lorraine's office has prepared the minutes from the December 23rd Regular and Executive meetings for consideration and approval.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS
I will review the proposed Budget Hearing dates.
There are no ordinances.
Ordinance 2013-33 – legal counsel is in the process of consulting with the Clerk and others to revise the ordinance as requested. No update therefore will be provided Monday night.
Resolution #1-2014* will authorize an agreement with Edward J. Buzak, Esq. for conflict counsel.
Resolution #3-2014* will authorize the sale of brine solution to other municipalities.
Resolution #4-2014* will accept the Lower Spring Street Streetscape Project as complete based on the recommendation of the Town Engineer.
Resolution #5-2014* will authorize executing an amendment to Master Listing of Deed Restriction and Parking Easement on an easement.
Resolution #6-2014* will authorize an agreement and appoint McManimon, Scotland & Baumann, LLC as Bond and Redevelopment Counsel for 2014.
Resolution #7-2014* will authorize and agreement and appoint Excel Environmental Resources, Inc., as Newton’s Environmental Engineer for 2014.
Resolution #8-2014* will approve 2013 appropriation reserve transfers.
Resolution #9-2014* will approve a Temporary Operating Budget and a Temporary Water and Sewer Budget for 2014.

1. An application for an on-premise raffle (merchandise raffle) from the Catholic Academy of Sussex County Inc., to be held on Thursday, May 15th at 6:00pm at St. Joseph’s Regional School, 20 Jefferson Street, Newton.
RESOLUTIONS – NON-CONSENT
Resolution #2-2014 will authorize waiving of water and sewer utility charges for the Newton First Aid for calendar year 2014. Mrs. Diglio will recuse herself from same.

THE WEEK IN REVIEW
Morris Lake was 27 inches below the top of the spillway on 1.6.14.
I want to thank those department heads and staff members who participated in my annual SWOT analysis. Council has received a synopsis of same.
We met with the Fire Museum group to discuss next steps regarding the project. They will provide me with an updated wish list in the coming weeks. We will have the energy audit of the building conducted next Friday at 10am.
The draft BID/SID document has been reviewed & sent back for revisions.
I am working with OEM on the creation of a Citizen Emergency Response Team (CERT) with our friends in Andover Township. I appreciate their efforts and look forward to the successful creation of same this year.
The Water Department and DPW repaired a hydrant that was hit on Townsend Street on Thursday.
The Town’s grant approval for the TDR Feasibility Study will be on the Highlands Council agenda on January 16th. Debi and Jessica will attend.
The rabies clinic was successfully held this past weekend. My thanks to the Clerk’s office and other support members who participated in same. We had 85 clients this year.
Council packets are available in the Clerk’s office for interested candidates.
Dawn and I are working on the budget next week and plan on having the draft of same to Council on Friday, January 31st. Hearings are tentatively scheduled for 2.8.14 and 2.12.14.
