APPROVAL OF MINUTES
Lorraine’s office has prepared the minutes from the April 24th Regular & Executive meetings for consideration and approval.

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.

COUNCIL & MANAGER REPORTS
There are two ordinances for 2nd Reading and Public Hearing:
Ordinance 2017-8 is a fully funded Water Sewer capital improvement ordinance for the Sparta Avenue Pump Station Improvements.
Ordinance 2017-9 is a bond ordinance for the various capital improvements included in this year’s budget (needs four affirmative votes to be adopted).
There is one ordinance for introduction:
Ordinance 2017-10 will establish a mechanism to identify and track vacant and abandoned residential and commercial properties in the Town.
Resolution #77-2017* will designate the officials authorized to sign checks for the Court.
Resolution #78-2017* will reimburse Seely Flag for ticket and towing fees incurred due to inaccurate line striping.
Resolution #79-2017* will certify you have reviewed the annual audit and corrective action plan.
Resolution #80-2017* will authorizes an Escrow Agreement with Newton 121, LLC (c/o Ronetco).
Resolution #81-2017* will cancel appropriation balance in the water and sewer current capital fund.
Resolution #82-2017* will approve a fireworks display at Memory Park on Newton Day.
Resolution #83-2017* will approve bills and vouchers for payment.
Application(s)* - an application for a Social Affair permit form the VFW Auxiliary Post #5360 to be held on June 17, 2017 from 4:00pm to 8:00pm at the VFW on Mill Street, Newton, NJ.
1. Keith Utter has requested to speak before the Council on downtown businesses.
2. Draft Ordinance on Disable Veterans Tax Refunds. A copy of the ordinance has been shared with you on the Google Drive.
3. Draft Ordinance regarding Dumpsters. A copy of the ordinance has been shared with you on the Google Drive.

Morris Lake is 2 inches above spillway as of May 1st.
I want to thank all the Town employees who assisted with our SC Food Pantry endeavors as my (our) team finished with the best time of 2017 thus far and the 3rd best overall in the last 2 years, just sayin’…
Next week we will have our annual Pool Pass Contest for paid part-time and full-time employees…stay tuned, the pool season will be here before you know it!
A reminder that summer hours will commence the week of Memorial Day. Please plan your calendars and staffing accordingly.
