Great News!  The application for the redevelopment of G&H into residential units and our new Chipotle, Panera’s, and Starbucks has just been delivered!  TRC for April, PB for May, Caffe Lattes in 2022!


You have each been emailed the webinar ID and password for our next Town Council meeting on Monday, April 12, 2021 at 7:00pm.  The same has been posted on our website.  A reminder there will be an interview with an individual interested in serving on one our Boards/Commissions beginning at 6:45pm.  It will be the same Zoom login information.

The Clerk’s office has prepared for your consideration and approval the minutes from:

b.     March 22, 2021 – Regular Meeting

OPEN TO THE PUBLIC

This is for those that wish to address the Town Council but do not plan on staying for the whole meeting.  There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone.  This allows ample time for all whom wish to speak and keeps the meeting moving forward.  The public can speak on any matter. Council may choose to comment after the entire public portion has concluded.

COUNCIL & MANAGER REPORTS

Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently.

UNFINISHED BUSINESS

ORDINANCES

There are two ordinances for introduction:

Ordinance 2021-5 will authorize the execution of a financial agreement with WSR I Urban Renewal, LLC for the retail component of the redevelopment of 121 Water Street.

Ordinance 2021-6 will authorize the execution of a financial agreement with WSL Urban Renewal, LLC for the residential component of the redevelopment of 121 Water Street.

CONSENT AGENDA

Resolution #95-2021* will urge and support the establishment of a Veteran Center in Northwestern New Jersey.

Resolution #96-2021* will authorize the submission of the Municipal Alliance Grant. This is done annually.  

Resolution #97-2021* will support S-3522 to create a new Local Part of PERS to preserve the structure and integrity of the more solvent Local Part.

Resolution #98-2021* will concur with my appointment of Justin E. Sibblies as a Newton Police Officer.  The swearing-in ceremony will be held upon completion of the academy.  

Resolution #99-2021* will designate Water Street Holdings LLC as the Redeveloper for the G&H Property and execute an agreement for the same.

Resolution #100-2021* will refund the overpayment to an outside lien holder for Block 17.01, Lot 42, known as 45 Mason Avenue.  

Resolution #101-2021* will support H.R. 946 urging all members of the New Jersey Congressional Delegation as well as members of Congress to support the SALT Act to restore the SALT deductibility provision in the Federal Tax Code.

Resolution #102-2021* will cancel taxes for Block 22.10, Lot 9 for a 100% Disabled Veteran.

Resolution #103-2021* will authorize the refund a taxes for Block 5.01, Lot 20 also known as 49 High Street as they have been granted 100% tax exemption by the Tax Assessor.  There was a delay in receiving the Tax Book from the County in January, and their bank made a payment before it was noted they were tax exempt.

Resolution #104-2021* will approve bills and vouchers for payment.   

There is one application for membership in the Newton Fire Department for Thomas Donnelly, 2 Palmer Street, Newton, NJ.

HEARING ON THE 2021 BUDGET

I have a PowerPoint presentation on the 2021 budget.  A copy has been emailed to you.  Resolution #105-2021 will formally adopt the 2021 Budget.

RESOLUTIONS

We have two resolutions not on the consent agenda:

Resolution #106-2021 will certify the list of qualifying 2020 LOSAP participants in the First Aid Squad.  I have listed on the agenda the councilmembers eligible to vote on this resolution. 

Resolution #107-2021 will certify the list of qualifying 2020 LOSAP participants in the Fire Department.  I have listed on the agenda the councilmembers eligible to vote on this resolution.

Morris Lake is 2 inches above the top of the spillway as of April 5, 2021.

Modified building hours have been adjusted; we are now open to the public 9:00am to 4:00pm.  Staff hours remain 8:30am to 4:30pm.
