Our next regular Town Council meeting (in person and via Zoom – Hybrid Regular Meeting) is Wednesday, October 12, 2022, beginning at 7:00pm. There will be one item for Executive Session.


The Clerk’s office has prepared for your consideration and approval the minutes from September 26, 2022 – Regular Meeting.



This is for those that wish to address the Town Council but do not plan to stay for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded. Comments from the public will be both in-person and via Zoom.



Each Councilmember can give an update on various items or Board/Commission actions that have taken place recently. 



There are two (2) ordinances for Second Reading:


Ordinance 2022-21 amends Bond Ordinance 2020-10 adopted by the Town of Newton on June 22, 2020.


Ordinance 2022-22 is a bond ordinance providing an appropriation of $280,000 for the acquisition and installation of an electric vehicle charging station in and by the Town of Newton and authorizing the issuance of $266,000 bonds or notes of the Town for financing part of the appropriation.



If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all the Consent Agenda items. 


Resolution #217-2022* will reject bid submittals for the Retaining Wall Bid for the Town of Newton.


Resolution #218-2022* will reject all bids for Morris Lake Water Treatment Plant Filtration Equipment Bid 9-2022.


Resolution #219-2022* will authorize the release of the performance guarantees posted by Martorana Enterprises, the Developer of Grande Villaggio at Newton located at Block 22.05, Lots 13.01 and 13.02.


Resolution #220-2022* will authorize a credit due water and sewer utility account.


Resolution #221-2022* will authorize the release of the performance guarantees posted by Thorlabs, Inc. and Natural Selections, LLC, the Developer of Block 18.02, Lots 2, 3, 19-23, 31, & 32 (now known as Lot 3).


Resolution #222-2022* will authorize a change order for ADA Ramps and Signage for Newton High School on Ryerson Avenue Project.


Resolution #223-2022* will support submission of application for the New Jersey Department of Transportation Alternatives Program for the Sussex Branch Trail and Memory Park Connector Boardwalk.


Resolution #224-2022* will approve bills and vouchers for payment.


Application for Membership into the Newton Fire Department from Adam Flint, 380 U.S. Hwy 206, Newton, NJ.



Resolution #225-2022 will discuss Attorney-Client Privilege with regards to the potential or anticipated litigation – Sustainable Asset Management, LLC.


As of October 7, 2022, Morris Lake is 26 inches below the top of the spillway.

Final touches are being made to the new Employee Handbook. My thanks to everyone who participated in the bi-annual review of the same.


Negotiations have commenced with CWA on their new collective bargaining agreement.


A friendly reminder we are closed on Monday for the Columbus Day holiday.

Don’t forget to get your costumes ready for the annual Halloween Parade on Monday, October 31st! Also, the annual Flags of Honor event is coming up at Town Hall on Saturday, November 5th at 11:00am. Please consider making a contribution of $30 to Community Hope, a great partner organization that supports homeless veterans in New Jersey. Check out social media for more information on both events.

How about those Giants? I know, right? And hockey season…glorious hockey (LGR) season is upon us. And here comes the Judge (not you, Sloan) - #62!
