Our next regular Town Council meeting (in person and via Zoom – Hybrid Regular Meeting) is Monday, June 26, 2023, beginning at 7:00pm. 



The Clerk’s office has prepared for consideration and approval the minutes from June 12, 2023 - Regular Meeting.



This is for those that wish to address the Town Council but do not plan to stay for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 3 minutes and limited to one turn at the microphone. This allows ample time for all who wish to speak and keeps the meeting moving forward. The public can speak on any matter. Council may choose to comment after the entire public portion has concluded. Comments from the public will be both in-person and via Zoom.

There are three (3) ordinances for Second Reading/Public Hearing:


Ordinance 2023-16 is an ordinance to amend, revise, and supplement the Town Code, Chapter 307, and Chapter 100 to establish regulations for public parking spaces for electric vehicles.


Ordinance 2023-17 is an ordinance to provide funding for improvements to the Morris Lake Dam Gate House.


Ordinance 2023-18 is an ordinance to amend, revise, and supplement Section 320-28 of the Zoning Code to regulate the number of approved cannabis retail facilities and delivery businesses.


There is one (1) ordinance for Introduction:


Ordinance 2023-19 is a bond ordinance amending Bond Ordinance 2022-18 adopted on August 15, 2022.



If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all the Consent Agenda items. 


Resolution #179-2023* supports the Dennis Branch of the Sussex County Library System renovation project.


Resolution #180-2023* renews Plenary Retail Distribution Licenses for 2023-2024.


Resolution #181-2023* approves the submittal and execution of a grant application and contract with NJDOT for resurfacing of Douma Drive, Douma Court, and Valley View Court.


Resolution #182-2023* appoints a Temporary Judge for the Shared Municipal Court between Green Township and the Town of Newton. 


Resolution #183-2023* approves a Cooperative Purchasing Contract for playground equipment with Ben Shaffer Recreation Inc.


Resolution #184-2023* authorizes a change order for the procurement of a fire truck through FF1 Apparatus.


Resolution #185-2023* transfers school monies for the period of July 1, 2023 to December 31, 2023.


Resolution #186-2023* renews a Club License.


Resolution #187-2023* renews Plenary Retail Consumption License 1915-33-011-011.


Resolution #188-2023* renews Plenary Retail Consumption Licenses for 2023-2024.


Resolution #189-2023* authorizes the execution of a Developer’s Agreement with Punctuated Equilibrium, LLC (Thorlabs – Quantum Realm).


Resolution #190-2023* authorizes the award of Bid for Drainage Improvements at Babe Ruth Field at Memory Park to Paving Materials and Contracting, LLC.


Resolution #191-2023* approves Bills and Vouchers for payment.



Morris Lake is six (6) inches below the top of the spillway.


I had my quarterly meeting with the School Superintendent this week.


My thanks to all those staff members (and canine companions) who attended the 1st Newton Dog Councilmeeting today. It was a productive and super-efficient meeting. Woof.
