APPROVAL OF MINUTES
Lorraine’s office has prepared the minutes from the July 23rd Regular and Executive meetings for your review.
OPEN TO THE PUBLIC
This is for those that wish to address the Town Council but do not plan on staying for the whole meeting. There is a note to the public on the agenda to please keep their comments to a maximum of 5 minutes. This allows ample time for all whom wish to speak and keeps the meeting moving forward. The public can speak on any matter.
COUNCIL & MANAGER REPORTS
There is one ordinance for public hearing:
Ordinance 2012-20 will authorize a special emergency appropriation to provide funding for the update of our new code book to include the recently adopted land use revisions.
There are two ordinances for introduction:
Ordinance 2012-21 will remove the requirement in our Code Book for the Town Attorney to reside in Newton.
Ordinance 2012-22 is a fully funded general Capital Improvement ordinance for municipal building renovations and the Beautification of Lower Spring Street Project.
OLD BUSINESS – None.
If none of you have any items that you wish to pull from the Consent Agenda, the Mayor shall call for one roll call vote for all of the Consent Agenda items.
Resolution #164-2012* will appoint the Commissioner and Alternate Commissioner for the Town of Newton to the North Jersey Municipal Employees Benefit Fund.
Resolution #165-2012* will approve the submission of a grant application for the Action Alliance Grant.
Resolution #166-2012* will cancel outstanding checks in the Municipal Court account.
Resolution #167-2012* will authorize Change Order No. 1 for the traffic striping portion of the Paving of Various Streets Project. A copy of the change order listing the extras, supplementals and reductions is attached to the resolution.
Resolution #168-2012* will award the contract for the installation of fencing at Memory Park to AA Fence Co., Inc.
Resolution #169-2012* will authorize Change Order No. 1 for the Maple Avenue Watermain Project. A copy of the change order listing the reduction is attached to the resolution.
Resolution #170-2012* will authorize the refund of redemption monies to an outside lien holder for 83 Mount View Street.
Resolution #171-2012* will authorize the refund of redemption monies to an outside lien holder for 39 Carriage Lane.
Resolution #172-2012* will ratify and affirm the issuance of refunding bonds. The supporting documentation from the CFO is attached to the resolution.
Resolution #173-2012* is a Capital Budget Amendment; this is done in conjunction with Ordinance 2012-22 above.
Resolution #174-2012* is an emergency appropriation resolution done in conjunction with Ordinance 2012-20 above.
Resolution #175-2012* will approve the renewal of a taxicab driver’s license for Chip Storm.
Resolution #176-2012* will approve the renewal of taxicab owner’s license for Chip Storm.
Resolution #177-2012* will refer amendments to the Merriam Gateway Redevelopment Plan to the Planning Board for review.
Resolution #178-2012* will approve bills and vouchers for payment.
Application* there is one application for your consideration:
- An application for an off-premise raffle (50/50) from St. Joseph’s Roman Catholic Church, 17 Elm Street, Newton to be held on October 26, 2012 at 7:00pm at the Community Center.

The Morris Lake Reservoir was 16 inches below the top of the spillway on 8.6.12.
